I don't know if good looking is a necessity, considering that many successful politicians aren't good looking, although the Elephant Man would probably have trouble winning an election. I would add to the list: charismatic, consistent, appears to be honest, appears to be morally upright and decent.
Unfortunately, I think "rich" trumps every other one.
