When word spread that a chain drugstore might be built at Beach and Winterpock roads, residents in rural southwestern Chesterfield County geared up for a fight. ...Tracy Gendron, Sonya Waters and Margaret Zawislak revived a dormant civic association called Communities of Winterpock, originally formed years ago to oppose a quarry in the area. The women launched an aggressive e-mail campaign and started a Web site devoted to guarding the area from commercialism. ...And in February, a cantankerous crowd of 150 showed up at a Planning Commission public hearing, surprising the developer with the depth of opposition. ...The group is now claiming victory. ...The Rebkee Co. withdrew its application to rezone the 8.7-acre tract this week, citing a lack of sewer service but also acknowledging the public outcry.
